We refer to a channel as an input (button, switch, lever or DCC accessory channel) and output (servo, solenoid, Stall motor, relay etc.) that can control a turnout, semaphore signal, gate, barrier, door, or drive a relay for decouplers or track power switching. Therefore a 24 channel system can control up to 24 devices, such as 24 turnouts, or 20 turnouts and 4 semaphore signals. You are free to determine how they are used (with appropriate driver boards). Therefore one channel could comprise a button, and LED indicator pair and a solenoid, Tortoise, Kato or Servo motor driver.
